package :-), people who had built docbook-sgml-utils before September 2nd would have built it with tetex to get docbook2pdf. This changes the built_with_use logic to take that into consideration.

DTD when building sgml docs and docbook-sgml-utils must be built with jadetex so we can have docbook2pdf. Incidentally, we get a false QA failure where the build system runs ../missing --run, which looks like maintainer-mode rebuild to portage. That one will have to be fixed in portage. Also rub away minor typo that caused warning about running dohtml on a dir.

simply exists as a fallback when expat isn't around. expat support is the main
way to go and every other distro uses it. By using the xml USE flag to enable
libxml2 support, this confuses users and results in most people getting the
non-standard behavior of libxml2 usage since most profiles have USE=xml
