To release the burden on maintainers having to keep outdated
latest stable versions of packages do not block them on hppa
stabilization.
hppa@ will still attempt to keep stable keywords for base packages.

This is an initial stable profile candidate alongside non-systemd profile,
so move to dev to catch any odd CI issues beforehand that desktop/systemd
might not have caught yet somehow.

Mark the main amd64-fbsd profile stable now that all depgraph breakages
are fixed and the arch is actively maintained. This should prevent
regressions from occurring due to developers forgetting to use 'repoman
full -d' or forgetting to file keywordreqs to us.
For users, this does not change much since there is no other stable
amd64-fbsd profile. In other words, it remains being the only non-exp
profile.

No work is ongoing right now, so temporarily move these from dev to exp,
in order to meanwhile make work easier for other non-stable arches (arm64)
from less spammier CI reports. This commit should be allowed to be reverted
any time ~mips work actively resumes.

This restructuring brings the musl profiles into conformity
with the glibc profiles for amd64, arm and x86. Yet to be
done are the profiles for ppc and mips.

The sparc-fbsd architecture is completely unmaintained in Gentoo.
The profiles were stuck at the old 8.2 version, with little keywording
ever done and no working hardware left.
This commit removes the profiles but leaves the arch/keyword until
all packages are clean of it.

Mark the x86-fbsd profiles as experimental due to their bad state
and little support. This way we can focus better on fixing the depgraph
on amd64-fbsd.

Mark the profiles for all FreeBSD versions except the newest as exp.

Add @MAINTAINER comments before every profile set indicating
the effective maintainer for the following set of profiles. While most
of those entries may seem obvious at first, I expect that some
of the sub-profiles will eventually 'change hands', e.g. the /hardened
sub-profiles would be maintained by Hardened, etc.
The main goal is to provide a clear indication of who maintains every
profile. This will be of great help both to bug-wranglers (who currently
have to pretty much guess who to assign profile bugs to) and to other
developers who plan to commit larger changes and want to get ACK from
appropriate parties.

eselect-1.4.11 is not stable on amd64, and will prevent accidental
usage of an experimental profile. Acked by floppym on #gentoo-dev.

On 2017-09-10 council@ meeting majority decided
to drop sparc@ from from 'stable' to 'exp' profiles.
That means the following:
- maintainers are free to break dependency tree by removing
old ebuilds
- repoman will stop checking for satisfied dependencies
(unless '-e y' is passed)
