Proposal to decide on copyright attribution on GLEP 76

repository.

This is a gentoo tree policy. the intention is to strongly recommend
using the simplified attribution. The update will be reflected in
devmanual. For eclass files, either form of the attribution may be
used, as it is easier to track changes in those.

Open bugs with council involvement
==================================

- bug #637328: GLEP 14 needs to be updated

  No progress from security@ this month.

  security@ is experiencing shortage in human power but should
  be able to finish this GLEP update.

- bug #642072: [Tracker] Copyright policy

  FYI. A tracker with work to do.

- bug #653118: GLEP 76: Copyright Policy

  No action from council@ needed. Wait on trustees@ to finish
  voting.

- bug #666128: Clarify GLEP 39 "majority vote of those who show up"

  Motion: """Council decisions are by more than half of the
  votes cast by the members (or their proxies) showing up at a
  meeting, excluding blanks or abstentions."""

  This is clarification of existing council@ voting practice.
  Not a change of existing rules.

- bug #667602: please allow a transitional period for sign-off-by lines in commits

  FYI. No action from council@ now. Waiting for foundation to
  vote. Enforcement is still in place.
