It doesn't seem to have any clear reason. We aren't doing eclass-based
regeneration of configure scripts, the package internally uses
automake's ltmain.sh handling, and uninstalling libtool results in a
package that still builds just fine without it.
It's been that way since the initial import into git, so, not sure what
its precise origin is. But it can clearly go.

These tests are currently getting run only when dev-libs/softhsm is
installed, BUT on some architectures (including amd64), they use the
wrong search path (we install in /usr/$(get_libdir)/softhsm) and thus
think it's not installed anyway and skip.
Firstly, this commit enables these tests by overriding the search path.
However, one of the tests is broken (all architectures). This seems to
be at least partially known upstream as there is a long trail of commits
disabling it for each individual release tag; but upstream seems to
recently have stopped disabling it for unknown reasons. Given the
flakiness, disable this specific test downstream.

net-analyzer/nload-0.7.4-r1 has a `configure.in` file
(instead of `configure.ac`),
but `configure.in` has long been deprecated.
Now that nload-0.7.5_pre20180309 has been stabilized, drop 0.7.4-r1.

Every so often, I get:
```
0:28:02 load avg: 0.00 running (1): test.test_concurrent_futures.test_deadlock (27 min 33 sec)
0:28:32 load avg: 0.00 running (1): test.test_concurrent_futures.test_deadlock (28 min 3 sec)
0:29:02 load avg: 0.00 running (1): test.test_concurrent_futures.test_deadlock (28 min 33 sec)
```
There's a bunch of upstream reports about this test too. Just skip it.

The project is dead upstream. The server for the homepage doesn't even
exist. The code is heavily crusty as well, as it uses lots of K&R C and
implicit-int functions that are implict.
Apply fixes until it caves in and starts building with Modern C.

* Filter LTO as HOMEPAGE is dead (-> nowhere to report the bug) and it has
conflicting definitions of quit().
